Menanggapi pemberitaan mengenai kenaikan gaji Presiden dan dana khusus operasional/taktis Presiden sebagaimana dimuat dalam pemberitaan Harian Rakyat Merdeka tanggal 31 Desember 2005 dan 1 Januari 2006, Harian Kompas tanggal 31 Desember 2005, serta Harian Jakarta Post tanggal 31 Desember 2005, maka perlu kami jelaskan sebagai berikut.

Responding to the news about President salary increases and special fund operational / tactical President as contained in the Rakyat Merdeka newspaper coverage of 31 December 2005 and January 1, 2006, Kompas newspaper 31 December 2005, and the daily Jakarta Post December 31, 2005, then we need to explain as follows:

 

1. Once again it must be stressed that NO INCREASE IN SALARY AND ALLOWANCE OF THE PRESIDENT AND VICE PRESIDENT AND SPECIAL FUNDS OPERATING / TACTICAL PRESIDENT AND VICE PRESIDENT FOR THE YEAR 2006, as reported by some media.

 

2. The decision not to raise salaries and allowances of the President and Vice President as well as a special fund operational / tactical President and Vice President for 2006 has been confirmed many times by the President to the public as well as on various occasions, and also in a plenary cabinet meeting. Even the presidential spokesman Andi Mallarangeng has also issued a press release on October 28, the contents in para 2 (e) and (f) clearly states that no increase in salaries and allowances of the President in the 2006 budget and no increase in Special Funds Operational / Tactical President, that is Rp.24 billion a year.

 

3. The existence of some media reported as if the salary of President and Vice President will rise, probably due to an increase in the eyes of the budget for the salary of President and Vice President in Budget 2006 which was passed by Parliament. Increase the budget in the 2006 budget is then followed by a letter from the Ministry of Finance, signed by the Director General of Budget and Fiscal Balance No. S-3327/AP/2005 to the Secretary General / Principal Secretary / Secretary of State Ministry / Institution, which is then followed up by filling the application program RKA-KL 2006 by the Head of Household Presidency. In RKA-KL there is an estimated salary increase President. 10% of basic salary which is a provision that has been designed by the Ministry of Finance.

 

4. When President Susilo Bambang Yudhoyono received a report on the estimated increase in salary of President of 10% of basic salary, with firm and consistent, the President still claim that THERE IS NO INCREASE IN SALARY AND ALLOWANCE OF THE PRESIDENT AND VICE PRESIDENT AND SPECIAL FUNDS OPERATING / TACTICAL PRESIDENT AND VICE PRESIDENT FOR YEAR 2006. Although in the 2006 budget passed by the House of Representatives has allocated an increase of salary of the President and Vice President, but the President has made a decision that THERE IS NO INCREASE IN SALARY AND ALLOWANCE OF THE PRESIDENT AND VICE PRESIDENT.

 

5. Despite the increase in salaries of the President and the Vice President has been established in the budget cap on the 2006 budget, but the realization of the salary of President and Vice President did not have to reach the ceiling of the State Budget 2006, could even be smaller than a predetermined limit. Once again the President said he would not raise the amount of salaries and allowances in 2006.

 

6. If the salary of President and Vice President would be raised, it must be issued Government Regulation governing such increase and the details. In contrast, President Susilo Bambang Yudhoyono has decided to issue a Presidential Decree. which confirms that the salaries and allowances of the President and the Vice President was not raised.

 

7. Thus, the President and Vice President shall continue to receive salary and allowances as previously received in the amount of Rp.62.497.800, - and Vice President of Rp.42.548.670, -. The amount of salary of the President and Vice President of the salary scale is equal to the President and Vice President since 2000, ie since the period of President KH. Abdurrahman Wahid and President Megawati Sukarnoputri, as stipulated in the Act. No. 7 years 1978 and PP. No. 75 years of 2000 and Presidential Decree. 68 in 2001.

 

8. As for the special fund operational / tactical President and Vice President of Rp.2milyar/bulan and Vice President of Rp.1milyar/bulan, is not part of the salaries and allowances of the President and Vice President, nor is it received and held personally by the President danWakil President.

 

9. Special Fund operational / tactical funds the President and Vice President in the national budget is the budget used for special activities, including: providing assistance to the community through the mechanism of President / regulations that have been arranged. The funds are not for personal purposes and its use justified the President in accordance with applicable regulatory requirements.

 

10. The amount of special funds operational / tactical Presidency of Rp.2milyar month (Rp.24milyar a year) does not increase in Budget 2006 and remained the same amount since 2003, ie since the reign of President Megawati Sukarnoputri.

 

11. It is a vicious slander, when President Susilo Bambang Yudhoyono was accused of a hoax as it was written by one of the media which was published on 1 January 2006. So far, President Susilo Bambang Yudhoyono is always consistent with his statement that NO INCREASE IN SALARY AND ALLOWANCE OF THE PRESIDENT AND VICE PRESIDENT AND SPECIAL FUNDS OPERATING / TACTICAL PRESIDENT AND VICE PRESIDENT FOR THE YEAR 2006.
